Cost $1.99 for toon paint but charges you .99 extra

So the cost is $1.99 but when I go to use the Toon feature, you get 3 for free then its an extra $.99???
Isnt this app called "TOON paint" ? Didnt I pay for "TOON paint"?
What a ripoff.
